There are so many things you can do with old tires.
Many of these things (mulch, playgrounds) just leave the tires to leach into the environment. Tires don’t biodegrade because they are made with plastics now. At least with controlled incineration they can be eliminated safely and used for electricity generation.
Tire swings everywhere. Problem solved. ;)
