Yes as long as you have a Gmail account and a payment method you can put on file you can use Google Play without a sim card just over wifi. All a sim card does is connect you to a cellular network, it shouldn’t really affect your ability to set up any Google services

I just recently took up cross stitching. You can learn all the basics for free on YouTube and there are tons of cross stitching communities online and there are tons of free patterns online too.
