If you’ve ever read Confessions of an Economic Hitman, it’s quite clear that the World Bank itself should be held culpable for that climate loss.

If the leader refused, our CIA would assasinate or coup them. If the leader agreed, their country would take out MASSIVE loans from the world bank that would be impossible for that country to ever pay back, effectively giving the western world complete financial control over this country (a puppet government). The author of book specifically talks about doing this in Panama and Indonesia and the misgivings he began to feel, working to create these debts and violently crushing the populist leaders that got in their way.
