I have not yet read the article, but we need classes on how to organize.
The IWW offers organizer 101 training to members, they can be a great option even for unemployed people to learn effective organizing.

Joining is just signing up and paying dues. ~~ https://archive.iww.org/content/join-one-big-union/ ~~ https://www.iww.org/ I have no idea how much the dues are. As they are attempting world wide, I assume they vary based on location.

Dues start at $11 US dollars per month there for lower income folks, but as you say, they may vary depending on if you have a local branch in a different country.
